He is under contract with them... They bought him from Spurs after he was loaned out to Sunderland.

Meh... he has definitely improved as a player since his seattle days. It's just that Tottenham bought him after he had a solid World Cup but were already deep as frick at outside back, so he got lost in the shuffle.
