But my question stands: A driver leaves his house at 6 am and starts his log. Arrives to get loaded at 7 am. They tell him: It's gonna be 5 hours before we can get you loaded. So, he logs out, climbs in the back of his truck, and watches a movie, then posts on the Poli Board for a couple of hours.

Then, when it's time to get loaded, he logs back in. He still looses that hour that he was driving in the morning. But he doesn't lose the 5 hours that he was sitting in his truck.

You're 14 hour On Duty is continuous, once you go On Duty the only way to get a fresh 14 is to shut down/sleeper for 10 hours. So using that example if a driver shows up to load and they tell him it'll be 5 hours, he can get in his sleeper and mark Off Duty and do whatever he'd like, but he'd have to remain there(Off Duty) for 10 hours to get a fresh 14(On Duty). Makes sense?

If you are on electronic logs,you lose all of it. Your On duty time for the day still clicks away,and will eat into your driving time,you can go off duty, and it stays on your 70,but it still counts against your 14 for the day. On E-logs, as soon as you do your pre trip in the morning your 14 is clicking away,and there is no way to stop it,except to sit for 10 hours.There is a split sleeper thing,but it hurts more than it helps.
