Uh the article in the OP is complete bullshite. The President can't scrap a law once its signed or Congress overturns the Veto. Only way a law is scrapped is if Congress revokes it or SCOTUS strikes it down although they've haven't yet upheld it to my knowledge.
9/11 families suing the Saudi's is beyond Trump's control and that's a good thing.
