As far as filing a complaint or to report where do you do so?
Department of Agriculture - weights and measures division.
Just know if you report them that there are a lot of factors that go into weighing fresh seafood. It's not as cut and dry as going home and weighing the product on your home scale.
It's possible they could still be screwing people if they have a hidden scale or something that isn't certified. If you do report them, the dept of agriculture will most likely go out there and check the scales.

Another thing with another place..... I suspect they repackage swai and sell it as local farm raised catfish.
Farm raised domestic catfish and swai fillets are very distinguishable between the two of them. Most people should be able to tell the difference. I can tell with a 100% accuracy between the two.
They have had people go to jail for this same thing. Repacking swai as local domestic catfish or swai as imported grouper. For that reason, all seafood you buy has to list whether it is wild caught or farm raised and also the country of origin. If you do not see those two things listed, you should not buy the seafood. All seafood retailers are required to have this information. LA Dept of agriculture or LA wildlife and fisheries will usually check for this on their routine visits.

The meat looks vastly different between the two.
Swai is lighter looking and has a different shape.

I have had vendors put larger shrimp on top of a chest full of smaller shrimp. You wind up paying more for smaller shrimp than what you wanted. And of course, they have a sign directing you not to touch the shrimp in the ice chests.
This is my biggest issue. Happens all the time with a lot of the Westwego vendors. Also have had Danny & Bonnie's on Belle Chasse Hwy do that. Buying big beautiful 10-15 ct shrimp, only to get home, start peeling and find most are 21-25 at best. When they dig deep, I offer to take the ones on top. if they say no I move on.

Swa has almost no color to it, pure white. Catfish will have some red tint to it. You can't always go by shape, some people catch big catfish and "chip" them. The cut it in a way to make it look like small fish filets. The fella I buy my catfish from in Des Allemands showed me how they do it.
