I guess I just disagree. I could easily see Scar killing someone for not, in his view, cooperating with him. And Jafar would just blink them out of existence if he could. If he had stopped his wishes at "the most powerful sorcerer in the world," he would have killed anyone and everyone at a whim, and, because he had the power to do so, it would have been done in the blink of an eye and he wouldn't have he thought about them again afterward.
ETA: now I will say this is extrapolating out based on their character and they did not actually do these things on screen. Frollo did do the things you said on screen. Which is why I said in my earlier post that the depiction of Frollo was far more sinister (i.e. you see all the evil he's capable of in far more detail) than Scar or Jafar, but I think taking the characteristics of Scar and Jafar and extrapolating out what they would do, Jafar easily outstrips any other competition and Scar (and this is depicted on screen) does accomplish perhaps the worst thing in Disney villainy when he basically enslaves the entire kingdom.

Mufasa and his parent dug mufasa's grave. Any wise royal family knows that you create brainwash the prince to be a royal subject or bribe him with a enough women and riches that he'll never dream of acting against the family.

The Lion King is essentially "Hamlet" with animal characters. The main difference is that Scar didn't marry his brother's widow. I recall a direct to video Lion King sequel that introduced Scar's evil mate who wanted revenge on Simba. She tried to kill Simba's daughter.

Don't forget the devil or demon in Fantasia.....I know he may not be considered a "POS" like Scar and Frollo, but you can't compare anything to that in terms of pure evil.

However, we don't know Mufasa's true extent of power.

That's a bit presumptive. Maybe Heynas are an under-represented minority? Maybe they were victims of some sort. Scar might just be the savior, and Simba the new unelected king takeing the throne by force.
Jafar is no big deal, that guy is a rookie, and had 0 forethought about understanding the power he was going to wield. Bad form Jafar. Bad form.

To be fair, Scar is just using them. I don't blame the hyenas at all for doing what they did due to their situation, but Scar doesn't have the same excuse.
