Jafar was a textbook sociopath. He was pretty much knowingly leading people to their death until he could find the one to get him what he wanted in which he would then immediately kill that person. Plus he was probably a good 35 years older than Jasmine and sought to force a genie to make her love him against her will.

Scar's motives are somewhat rational though. He only wants power and eliminates those standing in his way of getting it. He just happened to get a really bad time to inherit the Pridelands with a drought. And hell the hyenas had motives for wanting Scar to replace Mustafa.
But Frollo and Cruella are just petty horrible evil though. Really skinning 101 puppies to make a coat? Putting a family in a burning house because they can't help you find the girl you're looking to rape? What the frick is wrong with you? Ursula also fits this with her garden, which is simply horrifying.

Can we toss out the Stepmother from Cinderella for consideration?
Evil bitch forces her stepdaughter into slavery after Cinderella's father dies, all but hiding her away from the rest of the world so as to not let her outshine her two ugly biological daughters.
Begs the question of what the endgame was; was she just going to use the shite out of Cinderella until the stepmother either died or Cinderella hung herself in the attic? Poor girl was already talking to and making clothes for rats

Well, probably not since Frollo did everything horrible to Quasi as she did to Cinderella, but then add genocide, rape, and mass murder to the scenario and was probably even more emotionally abusive of Quasi. They are both very petty villains, but Frollo's overall desires are much more monstrous than Lady Tremaine.

Is Pixar Disney as well? I always forget but if so Lotso from TS3 is right up there. What he did to the other toys at the end was straight up evil!

Lotso was a fantastic villain.
His manipulation was masterful and his preying on the weak was really well done.
In the end, you think he's almost turning somewhat good.....nope.
Lotso was great. Ned Beatty crushed that voice roll.
