Army SF and MARSOC have the toughest and most dangerous jobs by far.

Who's the best is the military? Well, that depends on what you're needing done.
Need a medium to large force to land on and secure a beachhead somewhere? The Marines are best.
Need to infiltrate a heavily defended air space and place heavy ordnance on a specific target? Call the Air Force.
Need to fight a low intensity counter-insurgency war in urban areas? Call the US Army Infantry Divisions.
Need to fight a large war of maneuver requiring deep and fast strikes in the enemy rear area? Call the US Army Armored Div and Armored Cav Regiments
Need to infiltrate a heavily defended area to perform a specific mission like the one that took out UBL? Call Delta or the SEALs
The point I'm trying to get across is different components of the military have things they're the best at. As long as the right force is used in the right manner, things go well. For example, as long as Delta or SEALS are given a mission they're trained and equipped to do, they can do it. But give them a mission that's better suited to something like armored cavalry, and they will fail.

Delta originated as a purely anti-terrorism group, whose role expanded significantly in the initial push into Afghan. Since then they and the other tier 1 groups including Dev have transformed into performing essentially the same tasking: indig training and force multiplication. But Delta will still have more of a SF taste in terms of cultural and political requirements. Dev are pure shooters.

DEVGRU and SF are essentially the same in terms of effectiveness. You hear more about DEVGRU because they can't keep their mouths shut.
Delta culls the best of the best. Mainly from the Army, but they pull from all services.

You want to know he difference between the SEALs and Delta? One word...
Publicity.
We hear about the exploits of the SEALs, especially SEAL Team 6. Unless you've got a security clearance at close to the Presidential level, you'll never hear or even see anything about Delta.
