Penn St and Tennessee are a clear step above LSU and likely 9/10 although a legitimate argument can be made for Florida State anywhere from as high as 9 all the way to 14

Penn State is a better program historically than LSU - and a bigger brand at that.
They also have something like 10 undefeated seasons.
