how about you open some history books and figure it out yourself. do you say "but the blacks!!!" for everything?
Real life experiences have made me realize racism doesn't stem from white people. It stems from being diff than some one else.
For the guy your are responding to, it just seems like the president has said things to create more division. Media has done the same thing. Not that they caused racism. That they have done nothing to help race relations.

Blaming Obama for the current state of race relations is like blaming Apple or Samsung for making phones with high quality cameras that capture all the footage.
Obama's presidency happens to coincide with a technological boom in America.
There were no HD camera phones prior to 2008 and no 4G mobile networks.
Race relations are actually probably the best they have been in my life time. Things have been relatively equal for black people for a generation now.
Some blacks have escaped generational poverty and some haven't. 400 years of inequality can't be completely fixed in 1 generation.
Most Americans get up and go to work everyday and don't give race a thought. People only seemed to be consumed with race on the internet (especially the OT).
