Deepwater Horizon - question about the cement

Suppose they had determined that the cement was faulty (either by running the extra test or from deciding they didn't like the previous results), what would they do about it?
Is there a method for fixing the cement? Or do they have to drill it out and do it over? Or do they just plug the hole and dig an all new one?
How long would all that take? Is it common?
It is my understanding that the cement is used to form a jacket/lining around the inside of the hole so that it can be used to extract the oil/gas. Why not just leave the pipe they used to drill the hole in place? Is the pipe that expensive?

the cement truck at the bottom of the gulf was rutting up the yard and they didn't want to back another truck up and make more ruts.

I think it's stupid to put cement in the same hole you are trying to get oil out of. No wonder you have wells blowing out every other day.

Agreed, but the lingo used offshore is not exactly commonplace, and it is difficult to put it all together while reading it or hearing someone explain it. Risers, casing, mud, shoe, BOP, kick, etc. don't really jive with most folks. It is one of those things most people need to see to understand how it works.
