We absolutely can blame ISIS for the "lone wolf" attacks. They are the ones feeding the propaganda that turns these guys. They are not without blame.
But to me, there is a difference from a coordinated ISIS attack from someone that was sent directly by ISIS and someone that was radicalized by internet propaganda.

I think that's part of ISIS's strategy. They aren't sending warriors over here, they are sending recruiters. The recruiters are going after the easy targets. I thought we might start seeing them strap bombs on children or mentally handicapped people, but that would require too much involvement on their part. The only way to maintain plausible deniability is to find people who disenfranchised - people who, in the past, would have joined cults. They let these "lone wolves" do all of the work in exchange for a place in heaven with 72 virgins, or whatever...
