Frankly I think Kiffin should realize his resume needs to demonstrate a little bit more stability as a head coach. Houston can pay pretty good money and he is pretty young as coaches go today.
Plus Houston just went through losing a coach after only two seasons. I would insist upon the same if I were in their position.

The faster he succeeds there, the faster he moves on. As would 99% of ambitious coaches college football.

I couldn't agree more. Houston just happens to be wealthier than your average mid-tier coaching job

Unfortunately for them, all that money can't buy prestige and a Power 5 slot. If it could, Houston (Fertitta) and Memphis (Fred Smith and FedEx) would be preparing to start Big 12 play next season.
Without the Power 5 status, only a once in a long time guy like Peterson will stick around, and even he left Boise eventually. Also, Boise St is a completely captive market. Houston and several of the other urban GO6 schools are about as far from that as you can get. Any program that doesn't somehow make the jump to the P5 is a automatic stepping stone. It is just a matter of degrees.

I don't blame UH for wanting a robust buyout for the next HC.
What's bizarre is why they think Kiffin would go for such a thing. As OP stated, of course Kiffin sees UH as a stepping stone.
Just hire Les Miles, who'd retire there and give you 6-8 years, and call it a day.
