Yes, it's legal.
The purpose is to prevent a few supporters of a candidate from effectively blockading a voting machine preventing others from voting.
The time limit is always wayyyyyy in excess of what it takes a normal person to vote. It took me a grand total of 30 seconds to actually vote once I got behind the curtain today.

When I early voted, they had a sign about the 3 minute rules and cited a state law.

The 3 minute rule was posted at our place and I had to use most of it because I couldn't read. My contacts are long distance for driving a car and playing golf...no good for reading up close. So, I had to back away from the names pushing the curtain back as far as I could without standing outside the booth in order to read. I'm sure the monitors didn't know WTF I was doing.

If it takes you more than 1 minute, you're doing it wrong.
Crossing out a mistake invalidates the entire ballot, so if you vote for too many judges and then cross one out, your whole ballot is trashed. If you didn't read that instruction, tough luck.

Why wouldn't it be?
And how can anyone take more than 30 seconds to vote? If you didn't read the proposals on the ballot before stepping in the both then (1) frick you and (2) don't vote on those proposals.
