I'm pretty sure they haven't announced anything on that yet, and I would bet they wouldn't release it by itself as long as they felt it was helping push the sales of IW. But you just have to assume at some point that they will to bring in more cash money.
Saw an article saying it is showing up as a separate product page on the microsoft store, feeling that hints at a standalone version at some point, but no idea when.

It's sad they have to do this to boost their sales because no one wants to run around with jet packs and jump off walls while shooting a
