Just being in a movie doesn't make you an A-lister. Those are leading movies but he is not In the leading role.
A-list is a term that alludes to major movie stars, or the most bankable in the Hollywood film industry or to major recording artists, major international sports stars or other occupations such as the most successful film directors, certain high profile media and entertainment moguls and the most notable international TV broadcasters.

When I think of A-listers I think of people like DiCaprio, DDL, McConaughey, Depp, etc.

I wouldn't call Bill Paxton a B lister, but I guess someone could see him as borderline based on the last 5-10 years. And Idris Elba is well on his way to A list status
For me:
Ben Foster - should be an A lister based on talent

And I feel like hes an A Lister but I'd bet the average person wouldn't know Mark Ruffalo's name if they saw a picture of him

And based on that, actors like PSH wouldn't be called A listers, but I would definitely include him. Even DDL, as the best living actor, could pop up on TV and plenty of people wouldn't know who it was. That doesn't happen with Leo, Hanks, Denzel, etc.

i tend to agree that Paxton is a b-lister. A list is reserved for true stars, which he is not.

Nothing wrong with B-list actors, but A-list are the people that pull in the movie tickets. I never hear someone say "Damn Idris Elba is in that, better go and see it". DiCaprio is in a movie, many people will go just because he is in it. There is just an obvious difference between A-list actors like Leo, and people like Paxton and Elba.

I agree the more that I think about it
So is DDL an A Lister? I know that sounds like a dumb question if you're posting on a movie board, but the average person would likely not recognize him if he was on TV. In the movie world he's obviously as big as it gets. But I guarantee my mom, dad, or younger brother wouldn't know him and they are what I would consider the "average movie watcher"

He's one of those that if he's in a role he will be up for awards because he will be so good. The guy basically gets to choose only the best scripts. Plus he has won oscars.
But, popularity he probably isn't A-list. I think he has such an outstanding resume that he belongs, though.

Elba is not A-list yet.
To me, Elba is like andrew luck. The potential is there, and we are 99% sure it will happen.... but it just hasn't happened yet.
If Elba becomes bond he will immediately jump to the a-list.
