Spotted Seatrout is a state managed species not Federally managed
ETA: Data used in the creation of that article was from LA CREEL which is the state's version of MRIP (federal recreational survey).
State also collects information on harvest rates for Red Snapper via LA CREEL. But the program has only been in existence since 2014.
From my understanding the state program is still undergoing the benchmarking process with the Feds so that the Feds can use the data instead of MRIP data.
