As other parts of Baton Rouge developed, people with some money moved away. They did not want to live near refineries. It wasn't a white flight. It a green flight. It was mostly whites because historically whites had more money for a variety of reasons, including more opportunities.
There was a great shift in the economy. Back in the day most of the economy was centered around North Baton Rouge. That was no longer the case.
Add in desegregation and section 8 housing for whites and blacks and you are well on your way to what we have today.
North Baton Rouge will never recover even with the few bones the government and city planners throw their way.

You are such an idiot. Are you really that naïve enough to believe that blacks had as many opportunities in the 1950's and 60's? Not to mention their parents from 1920s 30s and 40s. . This was pre-civil rights era.

It's because they don't own the home they live in. Renters typically aren't responsible for upkeep. That's the landlord's job. Also, if the renter spent too much time and effort upgrading property they didn't own, the property might increase in value, causing the rent to go up. The federal government doesn't care if section 8 properties are kept up, section 8 tenets have few other options and don't care, and thus property owners don't care either.
The reason why people on section 8 and public assistance commit more property and violent crime is because of the strict income and asset limits for recieving benefits. If they exceed that, they lose their benefits and have what they were given confiscated. Entitlements give you enough to live, but not enough to be comfortable so they have to resort to illicit income (cash businesses, theft, selling drugs, etc) to have more spending money.
Section 8 and cradle to grave entitlements (medicaid, disibility, WIC, SNAP, etc) are the downfall of civilzation.

Racism is the main reason why NBR has declined bottom line. White people are generally in control of the economy and they have by and large chose no longer to invest in NBR (or most of BR) due to once again the lack of whites in the area. Even the private predominately white schools in NBR (Redemptorist, St. Isadore, etc) are closed down, white people have totally abandoned the area. It just makes me laugh honestly b/c many of these white flight people claim to want to go to heaven one day .... apparently they believe heaven is full of only white people and Jesus is white which couldn't be farther from the truth. All ethnicities will be there and Jesus had olive skin and wool hair (man of color) but most of them will never find out b/c their evil sick racists.
It really saddens me to see only the affluent areas close to LSU growing ... I feel like the whole city suffers when only a very small portion of the city sees any type of commendable economic development and growth.

Judge Parker is the correct answer. You want to know of a case where one person destroyed a city, look up the history of Parker and desegregation in EBR parish.

No one wants to live in a violent crime infested area where they're not welcome. Just look back to that case of that poor white couple who were nearly beaten to death at a gas station by the airport because they were in the wrong neighborhood after dark. Those who can escape a place like that will.
This is just rediculous. Olive skin is Mediterranean, i.e. Jew that works outside with a damn Jew Fro. Jesus was a Jew in Israel, not black. Queen of Sheba was definitely a sista and King Soloman had that Jungle Fever.
