I think they have input, yes.
Although, the whole point of the fat girl Swimsuit Edition was for SI to show how "big is beautiful" yet they completely edited out most of the features associated with these fatties, thus promoting an even more unattainable body image than what the fit girls are putting forth.
Look girls, you can be fat without having an arse that looks like it was beat with a sock full of nickels!
