Yea, this is easy. Once he has the reservation set up, text her before leaving work and tell her exactly what you want her to wear (a favorite dress, jewelry, whatever) and give her an eta on when you'll be home. Go into as much detail as you can to show you thought about it. Pick her up, tell her nothing, get to restaurant, happy anniversary.

This isn't a difficult fix at all.

If he really gets in a bind on the not mentioning it, he should come clean on a lesser failure.

"I procrastinated on ordering you something, and I didn't have it until today (or whenever if not here yet). I was hoping it would get here this afternoon."

"I was waiting to see if we could get into (some restaurant she really wants to go to), I thought you'd ask me what we were doing."
