This is how i look at it too. I'm not blaming the state of our economy on tiger football exemptions but it's just one example of something that makes you scratch your head and say "huh?".

I would be interested to hear how it is handled in other states to see if the exemption was somewhat standard. I can't say that I've paid a lot of attention to it, but it seems like when I've bought tickets from other schools or for professional games the additional costs were usually processing fees or shipping and taxes weren't noted. But maybe I overlooked them or the listed ticket price was already grossed up.
