Garnett and Allen were traded to the Celtics. Neither player signed with the Celtics as a free agent. The Celtics were also one of the worst teams in the NBA at the time so it's unlikely either player would have signed with them if they had been on the open market.

He had declined to be traded to Boston originally that summer, but signed on once they got Ray Allen. He agreed to an extension with Boston immediately after the trade. So it was pretty much like a FA move to form a super team with Pierce and Ray Allen.

That's a bit misleading. KG and Ray were pretty clearly only going there because Allen, Garnett, and Pierce were going to team up and contend for real success. Lebron James was technically "traded" to Miami from Cleveland if you need a comparison - but that was also functionally a big name player forcing his way over to a new team to win more games.
