Impaired driver evaluations for the elderly already exist. When diagnosing someone with dementia I will often indicate in my recommendations that they should not drive. If they disagree, they can undergo an on-the-road driving assessment.

there's got to be a test for cases before dementia.

people like the OP complained about can't make the decisions fast as most.
not being fast in traffic is a pain in the arse for others, and dangerous for everyone.

I suspect such folks were never really alert drivers (able to notice little things down the road) and now that they have slowed down in reflexes, its just more pronounced.
