If all they do is blanket reduce penalties, it will increase pvp and you won't be able to do anything without a 4 man group in the DZ. Do not like that as I play solo the majority of the time or with 1-2 others. And from what I understand, you need DZ gear to be able to do

My only disappointment with this game is that it looks like all the DLC will be squad based.
I am at lvl 23 hoping to hit 30 before Friday, I leave for Thailand and Cambodia for 11 days.

I was very surprised about how most people in the dark zone work together. Even with a full group there were others hanging around us and fighting with us. It's very refreshing from most other online games where everyone is just there to be a dick.
The one thing I don't like is accidental shots get you rogue status. I hit guys several different times who jumped in front of my rifle while I was laying down suppressing fire.
