TOPS is unsustainable and should never have been enacted in the first place. The requirements for benefits were set much too low and are a total drain on the state budget.

I disagree. The origin of tops was to assist middle class families with tuition expenses. It started as an attempt to keep qualified resident students from middle class families in state, as many were attending out of state schools. it worked fine at first. Qualifications were at proper levels and the program worked well. Over the years it got amended and digressed to what it is now. Get it back to its original state, and it's quite a good program.

in TN we have a program called TN promise that pays 100% for associates degree and all the student has to do is graduate high school.

AFAIK it's doing just fine.

Yeah, producing more talented Louisianans who will earn more and pay more taxes is a terrible idea
