Where should I go? I know I know the market is crazy but I like the fun of chasing the ups and downs. I'm not gonna dump a lot, but a few grand here and there.
Can I dump some money in oil betting it will come back? Everyone knows it will
What is historically low right now?

First, I'd go to the book store and buy some books on investing. Plenty of suggestions on other threads.
Next, I'd go to Vanguard.com. Invest your first 10k in low cost index fund.
IF you're adamant about trading individual stocks with smaller amounts of money I'd use the robinhood app.
Then, once you have some knowledge and a good index fund base, I'd go to Fidelity.com (personal preference) and start investing.

It's great advice and judging by the wording and tone of the OP I doubt any of it gets taken.

Peter Lynch's book Beating the Street was probably the best stock investing book I ever read. All of his fundamentals, and perspectives still very much applies today.

Lol
If everyone knew oil was coming back, it wouldn't be $28 a barrel
