Go to Gerry Lane Chevy/gmc and go all the way to the back of the lot in the grass area. That's where they keep cars/trucks that's traded in that they can't sell on their lot. It's going to auction.
Sometimes they have a gem back there. Find something and go inside and make them an offer on it.
It'll be sold "as-is", but you'll still get the free oil changes.
That's how I got my first vehicle from them.

I only buy used cars because I see cars as a tool not a status symbol.
1. Don't buy brands that are expensive to maintain.(European brands basically)
2. For domestics make sure you research cost of repairs and common recalls/expensive engine problems. For example F-150's in 2004-2006 had that cam phaser problem and Chevrolets in the 2006-2008 range had that valve noise issue.
I have two vehicles both over 10 years old and both been paid off for years. Truck and a car. If one breaks I drive the other while I fix the other. They don't break often. Picked the truck up with 100,000 miles. Picked the car up with 60,000.

So, you are paying insurance for a vehicle that you only use if the other one breaks? Also maintenance on two vehicles? Not sure I follow your reasoning.

I'm not a great negotiator, so I make sure to do all my research beforehand and come up with a fair number based on what other people are paying. I'll do the whole walkout thing, but it's not up on my list of things that makes me feel great.
I don't think I'm naturally a great negotiator either, but I think that's because I can be very particualr about certain things that I want. Being a good negotiator is about not caring, or being good at pretending not to care, about the item you're negotiating for. Or at least caring less about getting the item than the person you're negotiating with cares about selling it.

The pads and drums are cheap as all hell. It's basically taking a couple of bolts off and putting everything back together. It's not rocket science.

He wants a truck or SUV. Unless he wants to be in a small SUV or a regular cab truck with minimal options, he's not buying new in that range. We need OP to come back and give us more specifics.

Strictly OT poor. I'm gainfully employed and actually have a decent chunk for a down payment ($8-10k). Just zero knowledge of the car market.
Buy new. Find out what vehicles have the best rebates. You mentioned 6'5 so I'm sure you're looking for a full sized sedan, truck, or suv. Fwiw, I would look at the new impala. They usually have about a 2500 dollar rebate, and it's not hard to find one that was a dealer promo vehicle. That means you get it for a price already well below invoice plus you still get factory rebates.
Also, the new chargers usually have good rebates. I've seen the SXT version(fully loaded v6) with about 4500-6000 off Msrp with dealer rebates as well as the hemi version having about 2000 off Msrp. They are both in your price range, especially after rebates.

Small back seat, not many options, and a Ram.... where do I sing up?

if you plan on singing, you would be better off with the quad as it will make it easier for the passengers in the back to hear your wonderful voice I would assume.
