Yep, and rightfully so IMO. Pretty sure it falls under the PROTECT Act of 2003 which was designed in part to stop "sex tourism."

Basically you cannot have sex with someone under the age of 18 while outside of the US or you risk prosecution once you return.

This. It's a public policy concern. The wife and I visited Thailand in the past year and it was obvious that there were tons of German and English men looking for a young kids to sleep with. It was unsettling.
In regards to the US, I'm very pro-states individual rights to make laws, but (very much like the drinking age), I believe we should have a uniform age of consent.
