Unpaid Parking tickets- can they enforce it?

I got a parking ticket on a saturday in New Orleans months ago in my wife's car. I appealed the ticket and thought I never got a response. I moved out of state to Dallas and apparently my in laws just got a notice of boot immobilization and a fee of $400. If i never drive that car back to NOLA, can they do anything to enforce this? Will it come back to bite me in the arse if I just don't pay?

The ONLY thing they can do is BOOT or TOW that car IF it has the same plates on it and is parked on a public street in NOLA. If in the future it has new plates, then there are no worries. If you don't go back to NOLA in that car, then no worries.
I see the first response is "pay the ticket" but NOLA tickets are BS, the penalty is like $250 for being a week late on a $40 ticket. They WANT to boot your car and make you pay the big bucks.

The tickets are tied to your license plates so when you go in and tell them what your old plate number was, the tickets are sitting there on the computer and they won't give you a new plate until those are paid. At least that's the way it is done in civilized parts of the country.

You are a country guy, right? I think you have no idea how bad ticketing has got in this city. They have cameras set up to mail you $200 tickets for doing five over the limit, or give you red light tickets if you don't stop for three full seconds before turning on red.
Not to mention tickets for being on the curb, or too far from the curb....
Meter maids will never get a penny from me.

good point...plates are tied to registration...I just can't believe the fines are lost when trying to get a new plate if anything its easier to collect when someone does

Then you need a police report, horrible idea, just get a new vanity plate. Pay your $25-45 to whichever organization you wish to choose.

But they are not tickets like from a cop, they are nonenforceable tickets from a third party.

Does that mean its illegal for them to boot your car since they are "nonenforceable"?
If car is booted who do you pay to get boot removed?
