It is a ticket not to have your lights on during the rain, write it up in police report and they will likely get ticketed but you are probably still at fault for rear ending

What if it is a squall line coming in 30 second, 1 minute bursts, like that, but is very driveable in between? You're against folks slowing down, spacing out, putting on flashers to help the guy behind you judge distance and braking needs and trying to slog through at 25 to 30 mph?
I mean, I'm not against pulling over if the weather is bad enough, but what I've suggested isn't crazy either.

Laws vary by state, but in Louisiana it's illegal to drive with them on.

It does quite the opposite. The flashing screws with depth perception because the light is constantly varying between large and small. Additionally, it dilutes the effectiveness of your brake lights brightening when you do apply them.

I don't want to disagree with you guys (I'm clearly in the minority), and certainly I would agree at night that flashers would be counterproductive for this and other reasons - but in a daytime downpour? I can see flashers a good 10, 15 meters further than brake lights. I don't see how "seeing" versus "not seeing" isn't an upgrade.
