i don't understand his comments.
he says the LHSOA is not a sanctioned group that the LHSAA can negotiate with. But then he says the LHSOA bylaws state that they are a subgroup of the LHSAA. can someone clear this up for me.

The LHSOA is not a sanctioned group individual schools can negotiate with.
