This is really the issue.

No one expects "no traffic", but honestly a city the size of BR should never be mentioned like San Diego or Houston when discussing traffic.

This is what kills me about Baton Rouge traffic. It's why I get less pissed driving in NYC. Here, you expect traffic, particularly because of narrow city streets at highly trafficked times. But the traffic still generally seems to move, slowly but surely.

In Baton Rouge, it seems kind of random (with respect to time and location), and when it's a standstill, it's a damn standstill.
