Some of the more aggressive eugenics programs in the US were in NC and CA. They were still sterilizing "retards" into the 60s.

Justice Oliver Wendell Holmes: "Two generations of imbeciles is enough" Buck v. Bell. Never has been overturned either (although no state has sterilized mentally handicapped in decades). It was from one of the Atlantic states.
Nothing in comparison to what went on in Germany, et al., however.
