My take on it is that you can see how other officers react after the first one freaks out. If the officer talking to the white guy would've freaked out, the same shite would've happened.
Had the first cop in the black situation been calm, everything would've turned out fine. He probably called in that the guy was running down the street pointing his AR at people, and needed backup to roll in heavy

Exactly.
It was all about first impression.
And the second guy had his gun in a place where if he was hostile there would be little window for the cop to draw in response (as opposed to the first cop who was in no immediate danger to the weapon). The second cop was put in a shitty situation where he had to assume the worst.
And I have no reason to not think that was deliberate placement.
