Agree w/ all that. Putting public urinators and people getting freaky on the beach on the same list as pedophiles overloads the system and makes it more difficult to keep up with the real perverts.
Also, it gives these people a mark that isn't going away any time soon. Now all a potential employer sees is "sex offender" and tosses that resume in the trash. They can't find work so now they're gonna live off the government tit... that is also overloaded.

I'm not arguing the possible sentence though, just responding to someone claiming you're a prude if you think it's sick to have sex in public, in front of children.
I think a felony is appropriate but 15 years is way too much jail time.
