what are all those lights roughly around the Dakotas/southern Saskatchewan? seems like a huge city where of course there's none there

I'll bet it is fracking-related development around the greater metropolitan Dickinson, ND area. All the satellite well facilities and support infrastructure.

Winnipeg? Population 630k.

Hmm. Upon closer inspection it looks to far west to be Winnipeg. I got nothing.
