It really depends on who else is available, but I would have to agree that if he is the BPA you have to take him.

My preference is front 7 at 13, but if Cooper is there, you run to the podium to turn the card in.

He'd definitely be the best pick available at 13. Hell, he'd be the best pick available at any pick under 5. Key to all that is, he won't be there.
