Recently actually.
Driving north bound on 95 in a rain storm.
Saw a huge wave of water across the median and saw what looked like a car crashing into the median going north in the southbound lane.
TWe were worried so we called 911. Told them we couldn't stop due to traffic and storm. Told them the location. They acted like they didn't believe us. We gave our names and continued on.

This is why calling 911 is too big of a hassle to worry about doing unless it directly involves you or a family member.
