No one is claiming the "culture" of criminality is unique to New Orleans, but there is one unique characteristic all high-crime cities share...

Bro....NOLA and BR aren't just like everywhere.
I can walk in the worst part of Portland and I'll be like what up to the few blacks we have in this fine state.
When I visit LA I watch my back when in the city. Whole different ballgame.
