No it doesn't. How about you read the article linked? It states that you have to make the number in the graph to be considered rich (aka top 5th percentile) in each individual city.

cost of living index for BR is comparable to san antonio to kansas city on that list, so you need about $160k

But the OT told me that if you earn $200,000 a year in NYC that means you're poor and can't even afford a studio apartment?

It is my understanding that for the first graph in the article they simply look at income. So if the top 5% in one city make between a set number, the cut off to "rich" could be a lot lower in BR or NOLA even though COL may be comprable to other cities

Probably about right for Manhattan. You can do okay housing wise in other parts of the city though.
