at the time Vito came across the pond, the democratic party wasn't buying votes so the incentives for Mexis to slip across the southern border wasn't there.

Fun fact... the boat that he came over on in the movie is now moored on the Delaware river in Philly. It is now a restaraunt. Makes excellent gin and tonics.
