I've learned from the English press that the only time it really stands for the entire fan base is when things involving even smaller groups happen in Spain or Italy.

My thought has always been that the "past" never went away at all, it just was effaced a bit by security in / around the grounds and, most significantly, the focus of the football media.
The same groups of fans that Chelsea (and a lot of English clubs) have only disappeared from attention more than that their views changed or their numbers diminished.
Since the 90s, the EPL has made such a concerted effort to talk up the good and the press seemed compliant in mainly focusing on hooligan/racist fan behavior abroad which better sold papers.
Though my sarcastic comments are mainly that when anything at all like this happens in Europe, you hardly ever hear a lone English pundit in the wilderness saying "let's be careful to not stereotype the whole fan base" but instead get holier than thou diatribes as if England isn't arguably more famous for these type fools than everywhere else combined.
