Wouldn't this be true for even small sized breweries? AKA every brewery in the state except for maybe Courtyard? Not his plan from what I read anyway...

Not really. If you can load up the pickup to bring your kegs to bars, why would you pay for a distributor, at that point in the business?
You a) get to have face to face with the bar owner b) get to check the lines and make sure your kegs are fresh and c) have more say of where your beer goes. You lose those options with a distributor.
There does come a time, in growth, when a distributor is obviously more advantageous. Reduced risk, wider markets, etc... But that should be up to the brewer to decide, not the federal government and the BMC lobbyists.

If you are small and just starting out, you are focused on getting your beer out there. Being able to pass kegs along to bars and restaurants and stores would get your name out. Distributers aren't going around selecting random beers they haven't heard of.. they're getting beer they'll make money on.
Once the demand is there for your beer, the distributer would be advantageous.

Even that could be affected. Let's say he wanted to open up his shop and have a production brewery going on in the area. If he were to brew all his beer in his now constructed "production brewery" he would have to pay someone to take his beer, and ship it to the brewpub. At least a portion of it. Not sure the numbers but you are only allowed to sell a percentage of your production beer at your brewery.
Example, abita can't ship beer to its own brewpub, because of the 3 tier system.
