The rocks are warm - they hold heat from the sun - and the dark ties stay warm, too, so it's an inviting place for a drunk or a bum to crash. Plus, there's no bushes around and no property owner waking them up and telling them to move along. A lot of them probably think that the train is so loud that they will hear it and be able to move long before they're in danger.

Some of them are suicides, too, that the cops write up as "sleeping on the tracks" for politeness sake.
