Well, you still can't open carry in a restaurant which serves alcohol so having the CHP gives you the option of pulling your jacket or shirt over your pistol as you walk into a place like the Outback or Logans.
I think this may have changed for Police Officers lately, or maybe there was some legislation introduced. Dawg or bapple probably know.

Contrary to what State Police and other State officials were telling people, the Federal Law Enforcement Ofiicer Safety Act(LEOSA) preempted State Law and allowed off duty police officers to carry in a bar. The Louisiana Concealed Carry Statute allowed CC permit holders to carry in a restaurant that serves alcohol. This past year, State laws were amended to make it clear to everyone.

What Coach posted is correct. You can carry concealed in restaurants that have a class "R" liquor permit (in addition to their Class A liquor license). This encompasses virtually all restaurants and excludes virtually all bars/lounges/honky tonks.
You cannot exceed a blood alcohol content (BAC) of over .05% and still carry legally. (For comparison, the DWI threshold is .08%).
In reality (practicality), folks shouldn't be drinking at all if they're gonna carry.
