Scar, while a good villain is really more middle of the road as far as evil is concerned, and if he were the eldest, I don't think he would be a monster. Many other villains would still be monsters regardless of their circumstances. Frollo I think from just about any upbringing would be a shithead.

Disagree.
He killed his brother in cold blood and banished his very young nephew from his home, making him homeless, all the while enslaving the rest of his family.
Also his mannerisms and the way he talks and speaks make him creepy as hell.
Killing your own brother in cold blood is about as bad as it gets.
Also his reveal that he did this to his nephew, while also trying to kill him as well, is also horrible.
