Are mortgage rates higher in TX?

Can't think of any reason why they would be but according to my girlfriend who works in a related industry, it's not common to see people close residential deals there with a sub 4% rate.
She claims (and I don't know if she's full of it) that Texas rates are substantially higher than national rates.
Is there some truth to this? I can't find anything reliable to back that claim.

My brother-in-law is (stupidly) locked in with a 3.875% rate in Austin, Texas.
That's with a $5k down payment on a house he's buying for the asking price because as he says, "In Austin, he'll definitely make money off it in a few years when he wants to sell it."

There is your problem. I just did a quick comparison on bankrate, both TX and LA zip codes were about the same.
