That's a huge problem/part of it.
That and lack of education about how to actually duck hunt. Why attempt to break a wing on one out of the group at 50 yards if you could work them in and dirt roll 3 or 4 of them at 25 yards?
The problem is on public, when ducks work they will swing wide and look at multiple spreads. Somebody always gets greedy and takes shots they shouldn't take.
You eliminate that hunting private land where blinds are spaced appropriately. There isn't shite you can do about that on public land.

The art of working the birds seems to be fleeting.
But you are right, tough to manage on public land around people who are less humane about their shots.
