It's a play meant to hit the deep wr who fakes disinterest blocking. You're hoping the safety crashes down for the run. The reason it is stupid is you might as well run play action. If the safety is going to stop to diagnose the play, he's already opened up a large enough passing window for an NFL quality QB.

It's not about the front 7, it's about the DBs. The handoff is to bait them into moving towards the LoS so the WRs can get behind them. It doesn't work as much now because a 20+ year old trick play just isn't thst tricky anymore.
