Why is Oklahoma favored over Clemson?

They're 4 point favorites. Looking at their schedules, Clemson seems to have done better, and is ranked accordingly.

I would imagine some of it is due to Deshaun Watson not playing.
However, I'm not sure if Oklahoma was favored before Watson was scratched for the game.

Lower bowl games are a crapshoot... Never know what team will be motivated or not.... That is a huge factor in ALL the bowls except the ones on New years day...... Back when they had like 17 bowls...they were ALL important and ALL teams showed up to play..............
