The majority of people moral values are based on the religion and family setting they were brought up in. Atheists have very similar moral codes to all religions

You are correct about this. Morality is all about right vs. wrong. This always involves judgment, judgment is the opposite of Forgiveness.
I can make a judgment that you wronged me, then say, "well you are wrong for what you did to me, but since I'm so wonderful, I forgive you" basically we make the event real, then try to forgive it.
That is the basis of that nasty little misunderstood word sin. The belief in that word is what seemingly hurled us into this physical realm. It produces guilt 1st, then fear. The ego cannot live with guilt, it will project it out, on something or someone, including our own body. Hence suicide, etc....
True Forgiveness is to overlook, to see through, as if nothing happened, because in Reality nothing did. To ignore ego in others, and self, and see the guiltless, sinless child of God in all of us.
We are as God Created us, we can't, nor do we need to change anything but our mind.
